Hi Colin, You mention one without a stand. Does this one have the hole drilled or is it intact.?

It is called "Intaglio Mums". Maker not yet determined. We do mention and describe it in "A Century of Carnival Glass" but no image.
It is not found too often, and is almost certainly European (possibly English).

Thanks Glen that clears it up. It certainly looks European. Tom
